Technical Advisory Committee
An essential part of the SW Equity Coalition is the Technical Advisory Committee (TAC), which supports the Coalition to meet its goals by implementing the SW Corridor Equitable Development Strategy. The Committee is formed of a team of experts who provide insights into the design and implementation of SWEC initiatives and action plans.

Devin Culbertson, Enterprise Community Partners
For over 15 years, Devin Culbertson has been focused on all aspects of real estate strategy for achieving affordability in sustainable and connected communities. As Senior Program Director at Enterprise Community Partners, he manages the Strong Prosperous and Resilient Communities Challenge (SPARCC) relationships in Denver, Chicago, and the Bay Area, and shapes capital and equitable development strategy for the initiative.
Alma Flores, REACH CDC
Alma is the Director of Housing Development at REACH CDC. She is a seasoned leader with deep experience in housing, community, and economic development policy and programs within a city planning and government context. She brings a collaborative, inclusive, and equitable approach to her work. Alma holds a Master’s in City Planning in Housing, Community, and Economic Development from Massachusetts Institute of Technology.
Guy Benn, Tri-Met
Guy Benn leads TriMet’s transit-oriented development program. He is responsible for promoting TOD projects by leveraging public and private partnerships to deliver equitable developments around TriMet’s transit infrastructure. Guy has a Masters in Real Estate from Aberdeen University in Scotland and previously set up the US office for The Collective, a UK-based residential developer. Focusing on coliving buildings, Guy was responsible for identifying and delivering projects across tier-one US urban markets via joint venture agreements with local partners.
Nicole Johnson, 1000 Friends of Oregon
Nicole Johnson serves as the Community Engagement Manager for 1000 Friends of Oregon. She works with partner organizations and community members to create an equitable and resilient Portland Metro region. Nicole’s efforts led to several years working in the non-profit sector advancing solutions and strategies to achieve environmental justice, anti-displacement, affordable housing, and youth leadership development.
Cameron Harrington, Living Cully
Oriana Magnera, Verde
As Verde’s Energy and Climate Policy Coordinator, Oriana leads Verde’s work on energy and climate policy. Her focus is community-led, participatory policy and program development. Oriana sits on the Oregon Global Warming Commission, and the Portland Planning and Sustainability Commission. For fun, she spends time adventuring with her three dogs.
